New Zealand Business Investor Visa (BIV): A Strategic Pathway to Residence

New Zealand’s newly introduced Business Investor Visa (BIV) offers a compelling opportunity for experienced entrepreneurs and investors to contribute to the country’s economy while securing a pathway to residence. This visa replaces the previous Entrepreneur Visa and is designed to attract active business operators rather than passive investors.

Investment Pathways

There are two distinct routes under the BIV:

Standard Pathway

  • Requires an investment of NZD 1 million into an existing New Zealand business.
  • Applicants become eligible for residence after three years.

Fast-Track Pathway

  • Requires an investment of NZD 2 million into an existing business.
  • Applicants must actively operate the business for three years.
  • Residence eligibility is granted after just twelve months.

Applicant Requirements

To qualify, applicants must:

  • Be 55 years or younger.
  • Demonstrate sufficient business experience.
  • Have adequate funds to support themselves and their family.
  • Create at least one new full-time job for a New Zealand citizen or resident.
  • Meet English language, health, character, and business experience criteria.
  • Fulfill in-country obligations, including job creation and other policy-specific conditions.

Business Requirements

The business receiving investment must:

  • Have been in continuous operation for at least five years.
  • Meet specified financial thresholds.
  • Employ at least five full-time staff.

Excluded Sectors

Investments are not permitted in the following industries:

  • Adult entertainment
  • Convenience stores
  • Fast-food outlets
  • Franchises
  • Gambling
  • Immigration advisory services

Implementation Timeline

  • Applications open in November 2025.
  • The Entrepreneur Visa category will be retired.
  • A separate visa pathway for start-up entrepreneurs is currently under development.

Key Consideration

This visa is not a passive investment route. Successful applicants are expected to actively operate businesses that generate employment and contribute meaningfully to New Zealand’s economic growth.
